Job Description

Project Kuiper is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world.

The Global Regulatory Affairs team is responsible for enabling and protecting Kuiper’s use of radio frequency spectrum at home and abroad, defining and leading the Project Kuiper regulatory agenda. The Regulatory Affairs team operates worldwide, engaging with the International Telecommunication Union (ITU) and regional organizations, coordinating the use of spectrum with other operators, gaining country access, and promoting safety in space. The Global Regulatory Affairs team is also responsible for licensing and collaborates with associations, government agencies, and other satellite operators in order to advocate for rules and regulations in the best interest of our customers. This team works in close collaboration with the Kuiper technical design and business teams to optimize for spectrum sharing and customer experience, as well as with Amazon’s public policy and legal teams to enhance the overall regulatory strategy.

The Public Policy Manager for International Regulatory Affairs and Licensing will work with engineering, business, legal, and policy professionals to execute the licensing strategy in Australia. This position will also support licensing efforts in the Asia-Pacific region, as needed. The Public Policy Manager will work in close collaboration with the Kuiper Head of Global Licensing to align the licensing strategy with service availability and business priorities, and will manage complex regulatory projects dealing with satellite and spectrum regulations, communications services, and other issues involved with deploying a global satellite broadband constellation.

The ideal candidate will have experience obtaining licenses for satellite systems, to include earth stations/gateways, user equipment, spectrum occupancy, and the provision of services (wholesale and retail models). Additionally, the ideal candidate will be familiar with regulatory agencies and frameworks in Australia and the Asia-Pacific region, and be able to assess and, if necessary, improve regulatory frameworks in order to optimize Kuiper services to customers. The Public Policy Manager for International Regulatory Affairs and Licensing will work in close collaboration with the Senior Manager for International Regulatory Affairs to advance objectives for the ITU World Radiocommunications Conferences (WRC) at the national and regional level. Functions include:

· Executing the licensing strategy in Australia and countries throughout the Asia-Pacific region, in alignment with Kuiper technical, business, and customer objectives, and developing the corresponding budget projection for license fees.
· Securing and maintaining the necessary licenses to enable Kuiper services (e.g., satellite system, earth stations/gateways, user equipment, spectrum occupancy, and services), and ensuring compliance with national regulations, deadlines, and fee requirements.
· Enhancing the customer experience by shaping national and regional policies and regulations affecting non-geostationary satellite systems, the use of the 20/30 GHz band, and space safety, in collaboration with relevant stakeholders.
· Engaging in national and regional telecommunications organizations, while maintaining liaison with regulators, relevant industry actors and trade associations in multiple countries.

This position in based in Australia. Significant travel, both domestic and international, is required.


- Master's degree or above in a relevant discipline (e.g. Law, Political Science, Public Policy, Public Affairs, Economic Development)- Speak, write, and read fluently in English
