We're seeking a strategic thinker and problem solver to join our Network Planning team as a Program Manager. In this role, you'll be at the forefront of optimizing and expanding our last-mile delivery network, directly impacting millions of customer experiences across Japan.

This role combines data-driven decision making with strategic planning to create efficient, sustainable delivery networks. You'll work with technology and collaborate with diverse teams to revolutionize how we serve our customers. Whether your background is in logistics, consulting, analytics, or another field where you've demonstrated strong program management skills, we're interested in how your unique perspective can contribute to our mission.

At Amazon Logistics (AMZL), we manage the critical final leg of our delivery journey - from our Delivery Stations (DS) directly to customers' doorsteps. This position offers a unique opportunity to leverage analytical thinking and creative problem-solving to optimize our growing network, ensuring we deliver smiles to millions of customers efficiently and cost-effectively.

As a Program Manager in our Network Planning team, you'll drive strategic initiatives that balance network expansion with operational optimization. You'll use scientific approaches and data analytics to determine not just where to expand, but how to create the right-sized delivery stations with optimal capacity at the right time and location. This role goes beyond simple network growth - it's about creating an intelligent, efficient delivery network that maximizes customer satisfaction while maintaining operational excellence.

Key job responsibilities
- Lead strategic network planning initiatives, balancing expansion opportunities with optimization requirements to enhance delivery speed, cost, and customer experience across Japan
- Analyze complex data sets and work closely with topology data analysts to identify, prioritize, and execute high-impact network improvement projects
- Transform OP2-committed build plans into practical launch strategies by collaborating with Business and Operations teams and post-launch jurisdiction optimization
- Develop strategic topology plans at the Greater region level, moving beyond single-station optimization to create holistic, cost-efficient network solutions that maximize operational productivity
- Partner with capacity management/standardization teams to optimize network resources, while coordinating with topology implementation teams to effectively operationalize mid-long term plans
- Evaluate and adapt global best practices and tools from NA/EU markets, conducting deep analysis of their underlying mechanisms to enhance topology strategy precision for the Japanese context
- Drive multi-stakeholder collaboration across Operations, Engineering, Account Management, and Planning/Forecasting teams to implement new network topology and strategic initiatives
- Design and execute pilot programs to test innovative delivery network concepts while ensuring data-driven validation and scalability
- Maintain continuous improvement through strategic project management, balancing quality standards with critical deadlines while considering regional network optimization


A day in the life
As a Network Planning Program Manager, you'll spend about 30-40% of your time engaging with stakeholders through various touchpoints, from one-on-one discussions to cross-functional team meetings. You'll analyze network performance data alongside data scientists, lead planning sessions with operations teams, and collaborate with international colleagues to adapt global best practices for Japan. Your role involves regular deep-dive analysis, preparing recommendations, and coordinating with multiple teams to drive initiatives forward. Activities vary significantly between planning cycles and launch preparations, making each day unique and dynamic.

About the team
Network Planning team designs and optimizes Amazon's in-house delivery network (Amazon Logistics/AMZL) across Japan. We're responsible for strategically planning where and when to establish new Amazon delivery stations, while continuously improving our existing network's performance. Our diverse team of problem-solvers uses advanced planning tools and analytics to make decisions that directly impact millions of customer deliveries through Amazon's own last-mile operations. We're looking for individuals passionate about using data to enhance customer experience and shape the future of Amazon's proprietary delivery network in Japan.- Bachelor's degree
- 3+ years of program or project management experience
- 3+ years of working cross functionally with tech and non-tech teams experience
- Experience defining program requirements and using data and metrics to determine improvements
- Knowledge of Excel at an intermediate level (e.g., pivot tables & charts, multiple criteria lookups, nested logical/IF formulas, data cleansing, array formulas, etc.)
- Business-level proficiency in both English and Japanese- 3+ years of driving end to end delivery, and communicating results to senior leadership experience
- 3+ years of driving process improvements experience
- Experience in stakeholder management, dealing with multiple stakeholders at varied levels of the organization
- Track record of driving process improvements and optimization initiatives
- Experience building processes, project management, and schedules
- Advanced analytical skills, including SQL knowledge
- Experience identifying and resolving complex issues
